Background

Green Habitat Initiative (GHI) is a youth-led non-profit and non-governmental organisation committed to advancing sustainability in cities and communities in Nigeria. We have worked across Nigeria in both rural and urban communities, notably towards the achievement of SDGs 6 (Clean water and sanitation), 7 (Clean and affordable energy), 11 (Sustainable cities and communities), and 13 (Climate action).

With the support and funding from the USAID, the European Union, and the Adaptation Fund through UNEP-CTCN, our work has impacted over 150,000 Nigerians, supporting them in accessing clean water, maintaining decent environmental conditions, and enhancing their socio-economic livelihoods.

Green Habitat Initiative’s (GHI) mission and proven expertise in advancing sustainable and climate-resilient communities across Nigeria align with Nigeria’s goal to integrate a National eCooking component into the National Clean Cooking Policy Implementation Plan.

Objective

GHI seeks experts to lead, advise, and support the integration of e‑cooking into Nigeria’s National eCooking component to the National Clean Cooking Policy Implementation Plan, including policy design, stakeholder engagement, and draft funding proposals.

Scope of Work for the Experts

Policy Assessment & Gap Analysis

• Review the current draft of the National Clean Cooking Policy and Implementation Plan.

• Conduct gap analysis regarding e‑cooking integration (infrastructure, regulation, incentives, institutions).

• Map existing institutional responsibilities (e.g., Federal Ministry of Environment, NCCC, NACC, ECN).

Stakeholder Engagement Strategy

• Identify and engage key stakeholders: government (federal, state), NACC, NGOs, private sector, and development partners.

• Design consultation workshops and feedback mechanisms targeting technical, financial, gender, and last‑mile dimensions.

e‑Cooking Policy Design & Implementation Pathway

• Develop a policy framework that integrates e-cooking into the clean cooking strategy, targeting fuels and technologies, standards & labelling, and affordability measures.

• Define phased adoption pathways at federal, state, and local levels (including institutional roles, training, public awareness, and gender-responsive design).

Finance & Funding Proposal Development

• Advise on funding mechanisms (e.g., results-based finance, climate finance, voucher/subsidy models, and Article 6 opportunities).

• Draft one or more funding proposals aligned to strategic targets and measurable milestones, with a logical framework and KPIs (e.g., clean stove numbers, emission reductions, health outcomes, and Tier metrics).

Communication & Reporting

• Present synthesised findings in non‑technical language for decision-makers and CCAC / GeCCo partners.

• Develop a clear roadmap for implementing e-cooking, inclusive of policy, institutional, and financing elements.

• Provide a final deliverable report summarising analysis, design, proposals, and recommendations across tasks.

Expert Profile

• Bachelor’s degree in energy policy, climate, development economics, or a relevant field.

• Minimum 5 years of experience in clean cooking policy or energy‑sector implementation in Nigeria or Sub‑Saharan Africa.

• Demonstrated understanding of e-cooking, cookstove markets, standards & labelling, and institutional frameworks like NACC, ECN, and NCCC.

• Experience developing funding proposals (climate finance/international donors).

Job Details

Job Type: Full-time contract, Contingent upon award of the project.

Location: Hybrid (Remote + In-country engagements in Nigeria as needed)

Remuneration: Competitive remuneration package

Duration: 18 months or more

BACKGROUND

GHI is in the process of securing donor funds to execute projects aimed at providing technical assistance to support key state and non-state actors in strengthening their governance, enhancing institutional capacity, and aligning policy implementation to achieve Nigeria’s Nationally Determined Contributions (NDCs) equitably and inclusively. Thus, GHI is requesting CVs of experts to execute specialised programmes in the Project. Kindly note that hiring is subject to the award of the grant by the donor.

GHI IS CURRENTLY SEEKING EXPERTS IN;

THE CLIMATE GOVERNANCE AND POLICY WORK PACKAGE

Green Habitat Initiative (GHI) is seeking qualified experts in climate governance and policy implementation to support the implementation of project deliverables and advance sustainable climate action. The experts will play a key role in:

1. Conducting an in-depth assessment of the technical, diplomatic, and strategic capacity gaps among Nigeria’s climate negotiators, giving due consideration for sector-specific needs.
2. Creating comprehensive resource materials, including negotiation toolkits, scenario-based policy briefs, and strategic position papers aligned with Nigeria’s national and sectoral climate priorities.
3. Facilitating training sessions to deepen participants’ understanding of international climate negotiation frameworks.
4. Development and delivery of a long-term training programme for participants focusing on technical competencies, negotiation strategies, and international climate governance.
5. Development of a strategic Mentorship, knowledge sharing and retention programme.
6. Development and implementation of a robust Monitoring, Evaluation and Reporting framework.

PRIVATE SECTOR CAPACITY FOR CLIMATE ACTION WORK PACKAGE

We seek dynamic and experienced Experts in Private Sector Climate Action to drive climate resilience and low-carbon development within the business community. The experts will be responsible for:

1. Conducting market analysis to identify private sector businesses looking to innovate and invest in Nigeria’s transition to a low-carbon economy, with high impact and influence potential on reducing greenhouse gas emissions.
2. Developing an engagement strategy to secure the buy-in of targeted business leaders, demonstrating the value of investment in low-carbon practices and markets.
3. Outlining a strategy for scaling up business interest and knowledge of low-carbon practices and markets through those targeted businesses and their associations.
4. Developing a sector-specific toolkit tailored to climate action needs in manufacturing, agriculture, and other industries.
5. Conducting workshops on preparing bankable climate project proposals.
6. Training financial institutions on evaluating and financing green initiatives.
7. Developing tools and frameworks to facilitate the identification of financing opportunities, including public-private partnerships and international funds.
8. Providing guidance on carbon market mechanisms, including compliance with Article 6 of the Paris Agreement.
9. Developing standardised templates for emissions accounting and reporting.
10. Facilitating engagements with carbon market platforms to help businesses understand trading processes and opportunities.
11. Creating a Private Sector Climate Action Roadmap, detailing actionable strategies and frameworks for private sector engagement in climate action.

The role also involves monitoring, evaluation, reporting, advocacy, public-private collaboration, GEDSI integration and knowledge dissemination to strengthen private sector engagement in climate action.

REQUIREMENTS

• A minimum of a Master’s degree or higher in Environmental sciences, Public policy, International Relations, Economics, or a related field. 
• At least 5 years of work and research experience in climate governance, policy formulation, and private sector engagement in climate action.
• Strong background developing and implementing monitoring, evaluation, and reporting (MER) frameworks for climate-related projects and programs.
• Proven experience in formulating national policy documents. 
• Strong understanding of climate policy frameworks, NDCs, and international agreements.
• Experience in conducting capacity-building sessions for high-level technical officers of state and non-state agencies in Nigeria.
• Experience and participation in COP and UNFCCC climate negotiations are highly desirable.

We strongly believe the new members will facilitate our aim to improve lives and protect the environment through various projects focused on sustainable development goals 6 (water), 7 (affordable and clean energy), 11 (cities and communities), and 13 (climate action).

Our new board chair is Salma Y. Mohammed. She is currently the Acting Managing Director of ALC Finance Limited. Prior to joining ALCF, she was an Executive Director/ COO of New Frontier Developments Limited. She also was the Group Head, Corporate Services at ASO Savings & Loans and Director of Integration for ASO & Union Homes. Key among her achievements included a transformation project of ASOs Internal Systems that entails the restructuring of the bank’s HRM framework, systems, and processes.

She has attended several short courses at INSEAD, Lagos Business School, London Business School, Wharton Business Schools; Desmond Tutu

Fellowship/ Oxford University, Euro money training, Theios Consulting; London Business School; KPMG Professional Services; Franklin Covey; Salma is also an African Leadership Institute fellow (Tutu Fellow).

Another Governing Board Member is Dayo Olaide. He is the current Deputy Director Nigeria of MacArthur Foundation. He is an international development professional with significant experience in project design, grant making, fundraising, advocacy, stakeholder engagement, and strategy development. He has led proposal writings, fundraising, and grant applications across diverse themes – girls’ secondary education, gender-based violence, gender and social inclusion, maternal health, community engagement, natural resource governance, elections, transparency, participation, and accountability. Mr Olaide has experience collaborating with government, civil society, the private sector, academia, and media. He trains, mentors, and advises nonprofit leaders and board members in proposal design, advocacy, and fundraising as a consultant, board advisor, and volunteer board member. He holds an MA in Development Studies and an MBA in Accounting and Finance.

In addition to the Governing Board, GHI has set up its first Advisory Board. Its objective is to provide expert advice to GHI on its focus areas; SDGs 6, 7, 11 and 13. We are very excited to announce Maria Yetano Roche as a member of this board. She is an international consultant and researcher with two distinct fields of expertise: sustainable energy access and climate policy. She has eighteen years’ experience in energy and sustainability, of which five have been in Nigeria, with active involvement in the country’s energy access, off-grid, clean cooking and NDC (Nationally Determined Contribution) spaces.

The experience of the new team members will place GHI on a high pedestal and will enable us to make a more sustainable impact along the way.
